Reporting to the Manager, Quality Integration, as the Manager Quality Performance Monitoring, you will be responsible for the consistent and effective implementation, tracking and monitoring of Quality data that reflects the health of the NAV CANADA Quality Management System (NC-QMS). Your role provides the ongoing focus on measurable quality improvement opportunities and assuring operational excellence for activities conducted under the ATS Operations Certificate. This position provides NC-QMS Stakeholders with quality data and insights to enable continuous improvement by establishing and monitoring Quality Performance Indicators, administering performance dashboards, and integrating quality data sources to continuously monitor the health of the NC-QMS.Job Description

In this role you will:
- Develop and maintain NC‑QMS performance metrics in collaboration with stakeholders, ensuring clear measures of progress, effectiveness, compliance, and implementation quality.
- Build and manage QPIs, dashboards, and data visualizations that provide real‑time transparency and support leadership decision‑making.
- Integrate and standardize quality data from multiple sources to deliver a unified, trusted view of QMS health.
- Monitor continuous improvement activities, including CAPAs, audit findings, feedback loops, and system‑wide learning cycles.
- Support internal audits and management reviews through scheduling, coordination, reporting, and follow‑up.
- Strengthen stakeholder capability by providing analytical guidance, training, and support in performance measurement, RCA, and CAPA development.
- Present insights, trends, and recommendations that drive sustained improvement and demonstrate compliance.
- Provide expertise in developing quality processes, procedures, and work instructions aligned with NC‑QMS objectives.
- Conduct research on quality assurance and validation methodologies to identify trends and recommend enhancements to Quality Integration and governance.
- Support the integration and monitoring of Transport Canada regulatory requirements within the NC‑QMS.
What you bring:
- Bachelor’s degree in Engineering, Data Analytics, Quality Management, or related field
- Professional certifications in Quality (e.g., ASQ, ISO, IOSA), Data Analytics, or Project Management
- 3&43; years in quality performance measurement, data analysis, or operational excellence roles
- Experience in developing dashboards (Power BI, etc), KPIs, and performance reporting systems.
- Experience in conducting in-depth root-cause analysis and developing corrective action plans/mitigations to hazards and risks
- Experience in implementing strategic direction, championing change, and obtaining results with direct authority
- Experience in dotted-line/matrix-management framework and working environments
- Experience working in a time-sensitive safety environment while managing multiple projects by prioritizing tasks and assignments
- Experience in working in a hybrid/virtual environment, using online collaboration platforms
- Strong knowledge of data and performance analysis, interpretation and reporting concepts and processes
- Strong knowledge and understanding of Quality Assurance and Quality Control concepts
- Knowledge and understanding of the interdependencies of Safety Management Systems and Quality Management Systems and their regulatory compliance requirements
- Knowledge of Canadian Aviation Regulations, ICAO Annexes, and Industry Quality Management Systems (IOSA, SM-ICG)
- Knowledge of Just Culture and Safety Culture concepts and practices
- Knowledge of process management/facilitation, change management, performance measurement and risk management theories, principles and techniques

Working Conditions:
- This position is a hybrid position with a minimum – 3 days per week on site.
